Civilization 4 Installation Locks Up When I Insert Second CD

Civilization 4 installer crashes everytime it asks for the second CD. Once I insert the CD, the installer locks up and refuses to respond. I am on a Windows XP Service Pack 2 computer, with no other programs running when I load the software besides the ZoneAlarm Firewall and Norton Antivirus. How can I fix this problem?
