CIV III DELUXE SCENARIO

In this map I have tried to make a map where the civilizations could develop in the most realistic and competitive way. These are my changes, I hope that you will like 'em.

CIVILIZATIONS:
In order to give more veriety and to make the game more competitive and interesting, I have add one specific hability to each civilization. This will make more difficult to reach a pacific golden age, so the golden age period will br probably united to a military expansion as have always happened, or with a guge period of public improvements (is more difficult but not impossible to reach the golden ages by a pacific way!). I have also used the specific hability to make more realistic and equilibrated the different civilizations. So, these are the new old civs:
Romans: Militaristic, commercial, industrious
Greeks: Commercial, scientific, expansionists
English: commercial, expansionist, scientific
French: Industrious, commercial, scientific
Germans: Militaristic, scientific, industrious
Russians: Scientific, expansionist, militaristic
Persians: Scientific, industrious, expansionist
Babilonians: Religious, scientific, industrious
Egyptians: Religious, industrious, commercial
Zulus: Expansionist, militaristic, religious
Indians: Religious, commercial, expansionist
Chinese: Industrious, militaristic, religious
Japanese: Religious, militaristic, scientific
Sioux: Religious, expansionist, militaristic
Aztec: Religious, militaristic, commercial
Americans: Industrious, expansionist, commercial
Suggerence: You can make totally new civilizations with this new 3 bonus method, for example:
Carthago: Militaristic, economic, scientific
Spain: Militaristic, commercial, expansionist
Turks: Religious, commercial, militaristic
Arabs: Scientific, religious, comercial

GOVERMENTS:
I have worked a lot in to improve what I think that is one of the weakest points of the game. IN Civ, they are more limited than civ II and very “politically correct” and unrealistic. So I have worked in these goverments to representate a more accurate history, and explore new possibilities in the gameplay!.

Ancient governments:

Despotishm: the same old crap government.
Monarchy: The same.
Republic: The same that always, but now the republic can have 1 military police, because of its not 100% democratic system. And in order to representate the influence of its culture, the assimilation chance now is 3%
Theocracy: This is the first totally new government. In the ancient era you can choose your way of action by select this or the previous government. Fthis is for the large ancient empires, to rule with iron hand.
This government is based in the Egyptian, babylonian or Aztec society. They were ruled by a superior sacerdotal order, and state and religion are a same thing. The power is not so concentrated in the person of the monarch as in the dinasties (even if the monarch has a lot of power too). The people is not so propense to the revolts because of the imperant order, representated by a huge martial law, and the so strict beliefs of the people make the corruption very low. Another thing represented here is the slavery that usually these govements suppported, represented by the hurry method of to sacrificate citizens.

Medieval ages goverments:

Feudalist kingdom
Based in the Charlemagne empire, the Japanes Shogungate or the Spanish government pre-Catholic Kings.
This government is only recommended for crisis situations or of huge offensives. Specially designed for the small or medium empires, the sutile methods doesn´t work here.
This government gives a huge military power, even for the small empires: the 10 free units and the inverse army support can make an small kingdom a great militar power. Also, the brutal laboral conditions of the peasants are represented by the forced labour, and the usual fragmentation of these goverments are represented by the impossibility of to open an embassy inside this country.
But this have a price. The corruption runs over the empire, the science and trade are rejected by the society… these things doesn´t make this government a long time one.

Ilustrated despotism
“All for the people, without the people”. This was the slogan of this government. It was created officialy in France, during the ascension of “The King Sun” in the renaissance, and later adopted by the another European kingdoms like England or Spain, but if we look back to the history, we can consider the old chinese dinasty as a form of Ilustrated despotism.
This type of government is like a monarchy, but not so ineffective. The king is a server of its people, not only his ruler, and must search for the happyness of their citizens, it´s his divine mission!. For to make this effective, the government uses now a centralist, meritocratic and modern administration instead of the old sporadic tax sistem, that increase the trade and science… and corruption because of a sedentary administration. Now the king recieves advice for a group of experts and ilustrated persons (science men, artists, bank owners) instead of the parasite court, and impulses huge public structures.
In the practic, this make this government a good one for medium size empires (more production and science than the monarchy), and good army financiation, but its corruption is its main fault, the reason why this system ended in the French revolution… it´s not so easy to control the masses as in the old monarchy, the King now is not a God…

Industrial ages goverments:
Democratic republic: Is more or less like the democracy, but with a few modifications. This is not truthly a modern democracy because the economic system is the “laissez passer, laissez faire”, like the first world war democracies in France, England, the USA, or the Weinmar republic. This is reflected in a not so effiient public production (there is no democracy bonus), and the lost of the propaganda immunity because of the lack of mass media, but in compensation, the diplomats are veteran and the assimilation chance is greater because of the efficient cultural spread.

Communism: The same as always, but with a 4% of assimilation chance because of the effective public education.

Fascism: This polemic government have been included, based in the dictatorship of Napoleon and the totalitarian goverments of Germany, Italy, Spain and Japan during the first half of this century. This doesn´t mean that I´m a fascist or something, this mean t that I´m a historier. This government was relevant in the mankind history, and must be remembered for to don´t make againg the same mistake.
Talking in play terms, this government is a war one like the communism, but is a different concept of war. This is for smaller countries, for shorter but intensive wars with peace periods between and technological civilizations. You can support very well a medium army, but not so well a large one. It isn´t also a good government for huge empires, the militar control of the population is not so efficent as in the communism, and the corruption is not so moderated.
But thanks to the trade bonus, the trade and research of this government is garanted, so you can make a high tech war or send massive propaganda to your opponents.

Corporative democracy:
Based in t he USA actual government, this is an special type of democracy. There are basically 2 main political parties, not so differenced, and both are financiated by huge multinationals.
In this government, the military industry is very present in the politic. This make this government very effective in the deffensicve or short wars, because in despite of the war weariness (that is still present), the financiation of the war is not a problem, and the intelligence services works very good…

The state must carry with all the cost of the wars, this make this government not so economically powerfull as the corporative democracy, and a totally pacifist one, cause it is not prepared for wars.

Yes, it´s back!. The eliminated government of the civII is here. The government of the Iran Ayatollahs, and of all the modern dicatorships in general, from Pol Pot to the Talibans. It doesn´t need more descriptions, this is a government made 100% for war, your best weapon for to invade the world. Forget about the commerce, the science, the culture and the diplomacy. You have a huge army of fanatics, use it or die.

Pax Imperia:
This is a total fiction government. The external appearance of this government is a democracy, but is not ruled by the people or the multinationals. Seeing the corruption of the democracy and the new menaces of the fundamentalisms, little by little was created a web of free thinkers, hackers, utopian businessmen behind the society, united by the internet in a secret organization, similar to the masons.
This comitee, has the purpose of to put in the government the most prepared and efficient man or woman in the power, searching for him or her along all the country, revising the DNA, his mentality and the actual geopolitic situation, and preparing him. With the last purpose of to put their nation in the top of mankind to instaurate a “peace empire”.

MORE POWERFULL SPECIAL UNITS:
In order to make more epic this game, now the special units can be upgraded and are more powerfull than before. Yes, now to have an special unit can make a great difference, and make your civilization a total world power in an age. The only unit that haven´t been upgraded was the F-15, because it was already a good unit, and if I would have upgraded it, the Americans would have been an “all powerfull” civ (economic, industrious, expansionist, with a late golden age, and a huge special unit???), erasing the game balance, so I decided to keep it as it was. But the another specific units will now make honour to their reputations…
Strenghts added to the original specific unit:

Impi: faster build
Legionary: +1 attack + 1 movement lower building
Inmortals: faster building
War chariot: +1 movement

BALANCED SPECIFIC HABILITIES:
One of the fault of this game is that the are some special habilities that are much better than another ones, creating huge differences in the power of the civilizations. In order to subsanate this, I have added some new strengths to the old specific habilities:
Militaristic: Cheaper police stations. This allows it to have less corruption in the modern age and less war weariness, allowing them to have huge empires.
Expansionists: Cheaper granaries and harbours. This allows to these civilizations to have great populations and a dynamic sea travel, as it usually happens in these civs.
Religious: Nothing new, but the great variety of governments increase the value of the short periods of anarchy between governments that this hability gives.
Scientific: Cheaper factories and nuclear plants. This represent that usually the scientific civilizations (Germany, Russia, for example) have adapted to the new production technics.

FASTER WAR:
One of the defect of the huge maps is the difficulty of to carry a war in a so great distances, specially during the ancient times, where the faster unit moves 2 squares. To subsanate this, now the units can avance 4 squares in a road per turn, and the naval units moves faster.
Another increase in the speed have been in the motorised units. I think that is VERY unrealistic that a calvary move more than a tank, so now the calvary moves 2 and the tanks 3, and the modern tanks 4, in order to representate the blitzkrieg and the modern flash wars.

NEW WAYS TO FIGHT THE CORRUPTION:
This is a huge map, and it´s clear that corruption is a pain in the ass in this game. In order to reduce it, I have make some new ways to fight it, instead of just reduce it with the editor.
Police stations: Now the police stations lowers the corruption as the courthouse, and they are slower to build.
Tactical Headquarters. This is the new name for the Pentagon. Now this small wonder have another effect: it works as a second forbidden palace.

MISCELLANEOUS:
More compensated naval units, the ancient naval units are good for transport, the middle ages are good for naval battles, the industrial ones are good for bombard (they can be used as fast artilleries) and the modern ones are versatile, ideal complement of air and land forces.

And that´s all!.

Hello there!. I've make some refinements to my mod. These are the news:

1- Now the courthouse adds 1 of culture, in order to representate the influence of the legal sistems in the culture like the roman one. It doesn't prevent from the propaganda anymore because this is a too much good hability for such a cheap building, and where have you seen that a legal sistem prevents from propaganda?.

2- Now a lot of wonders prevents from propaganda, in order to compensate the carence of this effect in courthouses and to representate how they work as symbols of unity for the country.

3- The elite units have 6 hitpoints instead of 5, in order to representate the importance of the real trained units, and to give more importance to the militaristic hability.

4- Now the courthouses are cheaper for militaristics civilizations. These civs usually have a honour sense and a strict burocratic sistem that comes from the warrior-code mentality, as you can see in civs like the Japanese, Romans, Chinese, etc.

5- Now the second forbidden palace (here called "the tactical headquarters") is the intelligence agency. Is cheaper to build, and it's not so hard to get as the pentagon.

6- Some more accurate parameters for the sea units.

7- Now there are required 1 unit of petrol and 2 units of alluminium required to make the stealth fighter and 2 units of petrol and 1 of aluminium to make the stealth bomber, in order to representate the huge costs of these kind of weapons. Even some modern countries can't allows them, so better have a good economy to have a good futuristic army...

8- Some corrections in the goverments. I didn´t put the right number of supported units in the fascism and communisms, I also forget about the assimilation rates. Now the Social democracy rocks in the cultural wars, the fundamentalisms must always get the cities by conquering and the goverments can assimilate better in general, in order to make the cultural war a viable option.

9- Now the culture have better effects in the resistance of the citizens. I think that it have been overvalued in the game. The Spanish conquered an empire quite bigger than them in inferior number thanks to that the aztecs thought that they were gods. This is a thing that cannot be overvalued.

And please, tell me your commentaries, critics suggestions and death menaces, OK?

Now can you make that shorter and just have a list of the addtions without the reasons for them? It is really hard trying to read all that. There also is currently no unit in the game called a "raider" as is written in your UU list.

7- COMPENSATED SPECIFIC HABILITIES:
- Harbours and granaries are cheaper to build for the expansionists civilizations.
- Factories and nuclear plants are cheaper to build for the scientific civilizations.
- Courthouses and police stations are cheaper to build for the militaristic civilizations. The elite units now have 6 hitpoints, making the veterany more valuable.

8- CULTURAL WAR
- Now the courthouses adds 1 of culture.
- Upgraded assimilation rate for all the goverments in general.
- Better effects of the cultural influence.
- Now the courthouses doesn't prevent from propaganda, only the social democracy and some wonders.
 
Can i still play a normal game with this mod installed?
 
Of course you can, this mod is like a scenario (well, in fact, IS a scenario ). If you want to use it, just unzip it in your scenario folder, use the option to play it in the main menu, and with the modified rules. You can play with these rules in the world map or in a random scenario. Just as you wish!.
 
i must say it is impressive the amout of work you have put into this. i am download #34 and ill let ya know how i like it :D

And in reward for this huge amount of downloads, here goes another version with...

1- A more realistic worldmap. Now the strategic and luxury resources are historical (for example, there wasn't any horses in south america, there are no petrol in the Sahara, there were huge amounts of horses in mongolia, etc). It also includes a huge Europe zone plenty of grassland in order to put there a lot of civs in a limited space.

2- "Barbarian civs". Now the iroquois and the Zulus doesn't make any workers, so maybe they can be a treath in the early game, but lately they are ready to get colonised as it really happened.

3- More accurated goverments. After test the scenario, I realised that some goverments were "too good" that the CPU only used them like the ilustrated despotism, and another ones were too poor like the feudalism that the CPU never used them. News:
you don't pay manteniance for buildings in the feudalism (the landlords did that instead of the central goverment). THe fascism and ilustrated despotism has a bit of warweariness (these goverments can't stand a long war).

4- Now the Wall street lowers corruption (now is called here "administrative capital"). The pentagon is now the tactical heaquarters, it requires the globalization advance, and it also lowers corruption, so you have now not 1, but 3 forbbiden palaces to make a huge empire viable.

5- Now the useless "longevity" wonder is called "secret of eternal youth", and it requires phylosophy, expires with education and gives 5 of culture, in order to make it a usefull wonder (it's really a gret help in the beggining of the game).

That is. I hope that you will enjoy this patch. What have you liked / disgusted the most?. Suggestions?.

looks good. i downloaded it, but have yet to play it. ( i am waiting for the what if mod to load. it has been over 30 mins on a p4 2.4 Ghz 256 RAM 60GB hard drive. amazing) a suggestion is to either delete the forst two downloads, or place the latest one at the top. i had to download it 3 times.
 
This looks good; I will download it. I probably won't play with maximum civs since my 384 MB RAM 1.4 GHz system would take too long, but I will play using less than maximum civs.
 
u should have Mech Infantry & Modern Armor have +2 hp, and Tank/Panzer +1 hp. that way, it's harder for Cavalry and other obsolete untis to get lucky and kill Modern Units. I usually give Infantry, Paratroopers and Marines +1 hp also, because of body armor and to keep the game balanced.

about Corprate Democracy:
first of all, the parties in the USA are VERY different. the Republicans(the one :flamedeviBush is in) are sponsored by corporations, and the Democrats are sponsored by the people and a few small corprations. Corprate Democracy should have a draft limit of 4 because the USA has mobolized a huge percentage of their population(like during WW2)

I read through your changes and some of the are quite good, however I have to disagree with the F-15 being a powerful UU. In fact, it is probably one of the worst ones in the game, as many people agree in this poll.
 
Do try to check the date on the last post; this thread went nearly 2 years without any posts, and it is likely that El Gran Capitan, having joined in 2001 with only 24 posts total since then, isn't around to hear your comments.

Edit: additional: its probably wise not to respond and bump again. Let the post return to its CFC grave.
