In this map I have tried to make a map where the civilizations could develop in the most realistic and competitive way. These are my changes, I hope that you will like 'em.
CIVILIZATIONS:
In order to give more veriety and to make the game more competitive and interesting, I have add one specific hability to each civilization. This will make more difficult to reach a pacific golden age, so the golden age period will br probably united to a military expansion as have always happened, or with a guge period of public improvements (is more difficult but not impossible to reach the golden ages by a pacific way!). I have also used the specific hability to make more realistic and equilibrated the different civilizations. So, these are the new old civs:
Romans: Militaristic, commercial, industrious
Greeks: Commercial, scientific, expansionists
English: commercial, expansionist, scientific
French: Industrious, commercial, scientific
Germans: Militaristic, scientific, industrious

GOVERMENTS:
I have worked a lot in to improve what I think that is one of the weakest points of the game. IN Civ, they are more limited than civ II and very politically correct and unrealistic. So I have worked in these goverments to representate a more accurate history, and explore new possibilities in the gameplay!.
Ancient governments:
Despotishm: the same old crap government.
Monarchy: The same.
Republic: The same that always, but now the republic can have 1 military police, because of its not 100% democratic system. And in order to representate the influence of its culture, the assimilation chance now is 3%
Theocracy: This is the first totally new government. In the ancient era you can choose your way of action by select this or the previous government. Fthis is for the large ancient empires, to rule with iron hand.
This government is based in the Egyptian, babylonian or Aztec society. They were ruled by a superior sacerdotal order, and state and religion are a same thing. The power is not so concentrated in the person of the monarch as in the dinasties (even if the monarch has a lot of power too). The people is not so propense to the revolts because of the imperant order, representated by a huge martial law, and the so strict beliefs of the people make the corruption very low. Another thing represented here is the slavery that usually these govements suppported, represented by the hurry method of to sacrificate citizens.

Based in the Charlemagne empire, the Japanes Shogungate or the Spanish government pre-Catholic Kings.
This government is only recommended for crisis situations or of huge offensives. Specially designed for the small or medium empires, the sutile methods doesn´t work here.
This government gives a huge military power, even for the small empires: the 10 free units and the inverse army support can make an small kingdom a great militar power. Also, the brutal laboral conditions of the peasants are represented by the forced labour, and the usual fragmentation of these goverments are represented by the impossibility of to open an embassy inside this country.
But this have a price. The corruption runs over the empire, the science and trade are rejected by the society these things doesn´t make this government a long time one.

All for the people, without the people. This was the slogan of this government. It was created officialy in France, during the ascension of The King Sun in the renaissance, and later adopted by the another European kingdoms like England or Spain, but if we look back to the history, we can consider the old chinese dinasty as a form of Ilustrated despotism.
This type of government is like a monarchy, but not so ineffective. The king is a server of its people, not only his ruler, and must search for the happyness of their citizens, it´s his divine mission!. For to make this effective, the government uses now a centralist, meritocratic and modern administration instead of the old sporadic tax sistem, that increase the trade and science and corruption because of a sedentary administration. Now the king recieves advice for a group of experts and ilustrated persons (science men, artists, bank owners) instead of the parasite court, and impulses huge public structures.
In the practic, this make this government a good one for medium size empires (more production and science than the monarchy), and good army financiation, but its corruption is its main fault, the reason why this system ended in the French revolution it´s not so easy to control the masses as in the old monarchy, the King now is not a God

Democratic republic: Is more or less like the democracy, but with a few modifications. This is not truthly a modern democracy because the economic system is the laissez passer, laissez faire, like the first world war democracies in France, England, the USA, or the Weinmar republic. This is reflected in a not so effiient public production (there is no democracy bonus), and the lost of the propaganda immunity because of the lack of mass media, but in compensation, the diplomats are veteran and the assimilation chance is greater because of the efficient cultural spread.
Communism: The same as always, but with a 4% of assimilation chance because of the effective public education.
Fascism: This polemic government have been included, based in the dictatorship of Napoleon and the totalitarian goverments of Germany, Italy, Spain and Japan during the first half of this century. This doesn´t mean that I´m a fascist or something, this mean t that I´m a historier. This government was relevant in the mankind history, and must be remembered for to don´t make againg the same mistake.
Talking in play terms, this government is a war one like the communism, but is a different concept of war. This is for smaller countries, for shorter but intensive wars with peace periods between and technological civilizations. You can support very well a medium army, but not so well a large one. It isn´t also a good government for huge empires, the militar control of the population is not so efficent as in the communism, and the corruption is not so moderated.
But thanks to the trade bonus, the trade and research of this government is garanted, so you can make a high tech war or send massive propaganda to your opponents.

You have a huge army of fanatics, use it or die.

This comitee, has the purpose of to put in the government the most prepared and efficient man or woman in the power, searching for him or her along all the country, revising the DNA, his mentality and the actual geopolitic situation, and preparing him. With the last purpose of to put their nation in the top of mankind to instaurate a peace empire.

MORE POWERFULL SPECIAL UNITS:
In order to make more epic this game, now the special units can be upgraded and are more powerfull than before. Yes, now to have an special unit can make a great difference, and make your civilization a total world power in an age. The only unit that haven´t been upgraded was the F-15, because it was already a good unit, and if I would have upgraded it, the Americans would have been an all powerfull civ (economic, industrious, expansionist, with a late golden age, and a huge special unit???), erasing the game balance, so I decided to keep it as it was. But the another specific units will now make honour to their reputations

BALANCED SPECIFIC HABILITIES:
One of the fault of this game is that the are some special habilities that are much better than another ones, creating huge differences in the power of the civilizations. In order to subsanate this, I have added some new strengths to the old specific habilities:
Militaristic: Cheaper police stations. This allows it to have less corruption in the modern age and less war weariness, allowing them to have huge empires.
Expansionists: Cheaper granaries and harbours. This allows to these civilizations to have great populations and a dynamic sea travel, as it usually happens in these civs.
Religious: Nothing new, but the great variety of governments increase the value of the short periods of anarchy between governments that this hability gives.
Scientific: Cheaper factories and nuclear plants. This represent that usually the scientific civilizations (Germany, Russia, for example) have adapted to the new production technics.
FASTER WAR:
One of the defect of the huge maps is the difficulty of to carry a war in a so great distances, specially during the ancient times, where the faster unit moves 2 squares. To subsanate this, now the units can avance 4 squares in a road per turn, and the naval units moves faster.
Another increase in the speed have been in the motorised units. I think that is VERY unrealistic that a calvary move more than a tank, so now the calvary moves 2 and the tanks 3, and the modern tanks 4, in order to representate the blitzkrieg and the modern flash wars.
NEW WAYS TO FIGHT THE CORRUPTION:
This is a huge map, and it´s clear that corruption is a pain in the ass in this game. In order to reduce it, I have make some new ways to fight it, instead of just reduce it with the editor.
Police stations: Now the police stations lowers the corruption as the courthouse, and they are slower to build.
Tactical Headquarters. This is the new name for the Pentagon. Now this small wonder have another effect: it works as a second forbidden palace.
MISCELLANEOUS:
More compensated naval units, the ancient naval units are good for transport, the middle ages are good for naval battles, the industrial ones are good for bombard (they can be used as fast artilleries) and the modern ones are versatile, ideal complement of air and land forces.
