So here's the problem, every time I try to install Civilization 4, everything goes great until it gets to a part of the installation. What happens is that once it starts installing the sixteen chapel, the installation just stops, then about 5 minutes later, a pop up appears saying I can't install civ because of an I/O error.

It can't be my copy of the game, because it has barely a scratch on it. Any suggestions on what I should do?

It is most likely either the Disk or the Disk Drive.
Even though there are no visible scratches on it, it is worth making sure that the disk can be read by trying to install on a different machine with a different drive. Once you are sure the disk can be read, its probably either the drive, the drivers for the drive or the cabling from the drive to the motherboard.
Assuming the drive is plug 'n' play you could uninstall the drivers in driver manager and restart the machine so that the drivers are reinstalled. You could try updating the drivers, or swap out the drive with a known working drive that can read the disk and lastly you could try replacing the cables and/or use a different socket on the M/B for the cable.

Alternatively you could try copying the contents of the disk to a folder on your desktop, using something like CDBurnerXP create an ISO and mount it with daemon tools lite say and install from there.
