You need an amphitheatre in your city to hold Great Writing slots. The only reason why the Great Writing is in Seoul is because it is the only city with an amphitheatre. Warsaw needs an amphitheatre.

Btw, for Terracotta Army, it gives 1 unit for each type you have. Like if you have:

2 Composite Bowmen
3 Warriors
1 Scout

Then, Terracotta Army will give you:

1 Composite Bowman
1 Warrior
1 Scout

Edit: Also, I thought the great general to steal Florence's farms would have been a good use for him.
