First player wich have builded 3 factories recives 2 ideologies for free instead 1.
You haven't used all of yours votes on first voting, I have thoutgh that you want to vote for yours proposal and against other player proposal, it is possible to share votes that way.

Actually, it's the first person that picks a given ideology that gets 2 free policy. The next player to pick the given ideology gets 1. So, even if you are the 4th person to get 3 factories you can still get +2 free policy as long as you choose an ideology that no one has selected yet (assuming there is still one left). the bonus policy encourages people to pick different ideologies by giving the bonus policy, but of course, you may be stuck with a lot of bad happiness from being the less popular ideology.
