Sorry, I was away until now, and I'm sorry if the answer will disappoint some of you, I'm still new at this.... Colmar was the one who got the closest to the answer, it is the finisher of Autocracy. The AIs tend to get guarded when a human player adopts Autocracy and the finisher makes them "pay in time", as long as it is 50 turns, of course.
