Civilization4.exe - Unable to locate Component

I have tried re-insalling the game I purchased from D2d and when I click on civ4 desktop icon I ger message "This application has failed to start because MSVCR71.dll was not found. Reinstalling the application may fix this problem" but reinstalling only produces the same message. Anyone know what I can do to get Civ4 to run again? Thanks
