Civs get too angry too fast

Is this some sort of bug in Civ2? I've played both MGE and ToT and I've seen this happen so many times.

Currently attempting an OCC on the extended base scenario on ToT and I got America to a friendly state. Next time I see them, however, they immediately turn hostile.

MGE has a more hostile AI than Civ 2 vanilla.

They hate you in both versions if you get too advanced.

Both MGE and TOT have patch projects that optionally disable this "feature" that was introduced with MGE to increase game difficulty.

try running it through a patch MGE, it's fixed there
