[CivUp] Religion beliefs that alter temples don't work

I like to pick the +2 happy in citis 5+ follower belief for my religions, but I've noticed that it doesn't work with CivUp. I've checked to see if this is just a display image, but verified that when I complete a temple in a 5+ pop city with the correct religion, my happiness doesn't increase at all.

Lots of the Beliefs are currently bugged. They are still working on them.
