Click on 'Mods' at main menu does nothing

I have v1.0.1.705

For some reason I am no longer able to click 'Mods' at the main menu, nothing happens. I tried both dx9 and dx11 versions. I haven't played in many months (and updates). Anyone know how to resolve this? thanks

Thanks but still no dice. Both places that enable Steam in game (the Steam settings menu and the properties for the game itself in the Steam library) were already checked. I also tried reinstalling the game (before, forget to mention in OP). Clicking on Mods gives me a thunk sound that's it.
