I usually do this after I've got the Cossack.
I pick out a civ thats beating me, but who I'm at peace with and land a large amount of Cossacks-with some defensive units near a few of their larger coastal towns.
I capture these towns, wipe them out then leave asap. I can usually get away with most of my cossacks still alive but leave my riflemen to do some pillaging and to occupy the enemy's attention. Any remaining empty spaces in my boats are taken up with workers from the destroyed cities. The rest of the workers are disbanded so they don't fall into enemy hands.
This strategy inhibits the enemy's ability to build a navy- now and in the future. And sets them back somewhat as they lose citizens and production capabilites, not to mention slowing their science rate and tax collecting ability. Best to do this before they have infantry.
I once raided England, destroyed 5 cities, got out of there and sailed to America where I did exactly the same thing (except only destoyed 3). by the time my troops arrived home they were fully rested and ready to fight off any retalitory invasion. and all the capture worker, needless to say went off to years of slavery.
Sure you get a bad rep but who cares? you know that war is inevitable anyway.
