When you use Coastal Raiding to capture a unit prior to researching Shipbuilding(for ground unit embarking), the captured unit will get stuck at sea, still in its un-embarked form. Which means you have a Settler standing in the ocean, unable to move until you research said technology, upon which it will transform into boats.
