Colony builds executives without the Corporation tech

I couldn't find this in the patch 3.13 list.
I've created a colony, the Ottomans, and somehow they can build
Corporation executives without the required technology.
The game settings : No tech trading + Aggressive AI

^ Corporation tech isn't requiired to build executives, its required to Start a corporation

(just like you don't need Philosophy to build Taoist Missionaries)
