Colors question

Simple question: for my Red Storm scenario, I need the soviets to be red and NATO to be white. How do I change colors for civs?

The colored flags in cities.gif determine the text/shield color.

I should add that the pixel color 7 pixels in and 5 pixels down from the green bar determines the color of the shield behind the main shield when you stack units. In case that makes any sense or if anyone could possibly care.
