Colossus query

I have discovered that at some point (and I cant work out when), the effect of The Colossus was changed from giving +1C per water tile in the city in which it was built (as it was in BtS), to giving +1C in every water square of every city in your empire.

Was this deliberate? It seems to me that the effect of this is so great (at least in most of the recent RoM games I have played), that whomever builds the Colossus, particularly if they have a reasonable number of coastal cities, ends up so far ahead that they cannot be caught.

I have also had the thought that maybe the increased commerce pressures seem to emphasize the unevenness somewhat?

I've been playing RoM so long, I never noticed.

The extra commerce may be helpful, but it discourages hammers and food, so I think it balances it, as the civ with it will be producing units and buildings slower than other civilizations.
 
Silly, but earlier I liked to get the Colossus just because I liked seeing that great bronze statue overlooking my prized harbor. Lately, I haven't been able to aquire it.
 
Its always been like that. zappara had nothing to do with it (its worse in base BtS with FINs effects).
