Colossus still in effect after signing Permanent Alliance

I have extra commerce on water tiles which can only
be created by the Colossus.I don't own it,but my ally,
Gandhi,does.We signed a permanent alliance.Gandhi
doesn't have the extra commerce on water tiles.The
Colossus is already obsolete.
