This idea is would switch Civ Battle system from the order that is currently to a system where unit types would order when the unit attacks. This would more correctly model the interface between Land, Sea, and Area.

This idea could be compatible with an Axis & Allies system of declaring attacks, simultaneous attacks, and other ideas.

Here would be how the combat would be ordered:

Air Battles would be decided first:
Fighters, bombers, cargo planes, recon assets, helicopters, etc qualify.

Attacking group Fighters vs. Defending Fighters, if there are any in play.

-If the defending fighters win, they go on to attack the other units. 1 Fighter unit, could take out lots of units.
-If there is a split, the attacking force will lose a few units.
-If the attacker wins, they continue unto their objectives.

Unlike in Civ 4, they are already scrambled and ready to fight. They respond to most invasions of airspace, unless they have used up their movement points.

Remaining units continue unto their objective.

Air Units at their objectives

AAAs and Mobile SAMs would be activated when the attacking units show up. These would attack any units that enter into their airspace. This would make these units useful, unlike in C3C, where they are nothing else then ground units. (I've never had one respond to an air attack. This system would ensure they respond.)

The surviving attack their targets.

CAS One unit: CAS or Close Air Support, would stay on scene to attack any units that move into three square of the CAS unit.

Ground/Naval Warfare

After the air units attack, then the ground units attack.

Bombardment

When a unit enters into a bombardment range of another unit, the bombardment unit responds and attacks. These would take place

Sentry

Sentried units with more then movement range, will attack units that are with in two squares of it.

This new system would prevent one nation from running one fatal swope through the enemy territory. This would also reduce the need for large armies to provide defense, since they react during the opponents turns.

What do you guys think?
