Commerce/Protectionism policy is not working

When I picked the Protectionism policy from Commerce tree, I did not get any additional happiness.
Tested on GEM 1.13.4 with CIVUP 2.5.1 and also 2.5.2.

Protectionism should be granting reduced purchase costs. The commerce finisher would be the extra happiness from luxuries.

The tooltip for both should reflect that.

Well, I guess it's translation issue then, because it says I would get additional 2 happines for each luxury resource.

Ahh. Yeah. That'd be an issue too perhaps. I'm not sure how those are going, but you could post or check things out in the translations threads to see if anyone has some help to be sure this isn't your only tool tip that's off.

I checked this carefully, and it turned out, that many of policies have incorrect tooltip. Also leaders decriptions are the same as they were without mods (except one).
I am playing in polish version of civilization. It's little weird, that some tooltips are correct (I mean english ang taken from GEM and CIVUP), but some of them (like with policies) are still in polish and are incorrect.
