Communal Corruption Questions

That is one of my biggest gripes about C3C. The AI will never use police officers in the most corrupt of cities. It would also be nice if there was a governor setting like minimize corruption or maximize production and it would use civil engineers/police officers.

IMO this could've been a very cool part of the game had Firaxis developed it a little better but the amount of MM to figure out what is optimal is just too much when you are only playing a game for fun.

They improved the AI's ability to use specialist, exactly the way you wanted it, a lot in Civ4!

So Firaxis knew of this shortcoming and improved it!
 
Maybe you guys can tell a newbie which way to go :) ...

According to the article written by Bamspeedy in War Acadamy, I seem to be a "builder". I like to use optimal placement and build my cities as large as than can get. I am playing on a Huge map game with 16 civs. 1 has been wiped out by yours truely. ;) I have a large army with AT LEAST 1 unit designated to every city, and many more waiting on my borders to crush the Persians.

My capital is stuck in the farthest southern part of my empire because I started next to the ocean. I have had to expand mostly north, with a little east and west. But VERY far north. At the very moment I am in expansion mode trying to get all the land and resources up from Destroy Egypt to my northwest. America and Babylon has already settled 2 cities each on the northern most part of that empty territory so I am pumping out the settlers as fast as I can. I have been able to settle one settler on the Roman/Persian boder and blockade all land settlers from 3 nations and have been able to hold them off with some success. Only problem is it takes all my other settlers forever to travel to their spots. I'm trying to go from the outside in so I can get as much of the land as possible.

Now here's my dillema... I have been playing on Monarchy. It has worked well for my times of war but I am considering making a switch and trying a new goverernment. With my empire being this far strentched out away from the capital and 3 bloodthirsty neighbors (Rome, Persia, A furious America) near my borders, what do you think would be the best form of government for a semi warmongering builder like my self? I seem to have a mixture of a "warmongering" trait with alot of building. The AI seems to just love comming into the territory so I usually wind up demanding them out and them declaring war on me. Recently with the expansion I've simmered down with that though and have been consentrating on pumping out settlers and letting them get to their places safely. After I get all that land I think I'd feel pretty content to just build. There's no way I could conquer 15 Civs anyway. I'm in the year 1772 of the early Industrial ages...

Should I try Comunism with that kind of game, or should I go with Republic? I've also considered Democrocy. What do you think?
 
It would be most helpful if you posted a save so players can take a look and give you overall advice. It sounds like you are still settling empty land in the IA? What level is the game on and what are your goals/how do you want to win?

The only time you should be in monarchy is if your playing AW (Always War), so I would definitely switch governments, republic is probably your best bet especially because it doesnt sound like you are anywhere near the unit limit. If your palace is nowhere near the center of your empire I would suggest using a leader to move it or if you have factories and a productive city just build it in a better location.

I would not consider going into democracy unless you plan on no major wars/no more cities or you don't mind supporting a small military.

Unless your empire is approximately the size as the first post in this thread you should definitely choose a government with the commerce bonus. Communism is rarely used I just did it in that game because of a couple of variables....Sumeria was closing in on a cultural victory and I thought I might have to take them out militarily and it was easier to get the production in commi. I lost 150+ Modern Armor in the opening turn of that invasion, I razed about 45 cities but I still don't think the Senate would've been too happy about that so no war weariness is a big plus (the lux slider can be used in republic to combat this, or you can just fight a smarter/slower war with artillery)
