Communism government 10% production bonus not functioning

When I switched from Democracy to Communism to get closer to Science Victory because of the 10% production legacy bonus, I did not find any "+10% from modifiers" or alike in the city production tooltip. The bonus is not functioning. Clearly a bug

A bonus promised by communism doesn't work?
Isn't that just an accurate representation of reality?
