Yes if you want to do that it's best to put all the stuff in it together and avoid the mods screen completely.

Seems to happen no matter what, so not sure. I get an error message that the Yellowbrow pic didn't load.

Figured it out. The additional uniques folder didn't fully extract.

Oh, and the Tlingit mod requires "Promotion Tree" or something. Is that still a separate mod or part of Vox?

Currently it is a separate mod.
I'm 99% sure you can remove that requirement from the .modinfo since it is purely graphical
