The force-specialist feature is available only when the governor is turned on. Turn the governor on, then follow the instructions given by TMIT.

A slightly old thread, but just found it myself due to frustration at the AI's polluting of my GP points.
Can someone confirm;
Turning Citizen automation on, so that when you select a specialist type, the specialist is in a yellow box, means that this city will only ever auto assign that specialist type when it has excess population?
Can you use this feature completely seperate from the other emphasise features, without risking your GP points being polluted?
