IMO some overlap of benefits between religion and race (e.g. FoL and Loj-Elves) might become a bit of a problem and I think a clear delineation needs to be kept in mind. If you have a civ that has certain racial bonuses which are also the same or very similar religious bonuses it makes it a bit silly IMO. If a civ choses to be one religion that has a similar motif (e.g. Bannor and Order, FoL and Loj-Elves) then there should be additional bonuses for them but if they chose another religion then there should be different bonuses for them.

Written while sleepy sorry.. Thoughts came to mind..

As far as I can see, while certain race-religion choices do have some overlapping abilities, they also end up with special bonus that make up for it.

Take the Leaves-Elf combination, it has its own very special reward : ancient forest (from Leaves) with improvments on it (from elves). That more than makes up for the very small amount of overlapping (beside the duplicate forest walking abilities, what would that be ?)

In the same way, a Khazad-Runes will use the gold generating power of runes to fill its dwarven vault. A Lchuirp-Rnes will make a lot of use of the golem repairing power of Bambur the Runes hero.

Really, I think that the overlapping is happily offset by the special synergies you can develop. Admittedly, I have never even played Octopus Overlords, and only enough Ashen Vault to know I am not impressed, but I expect something similar could e found.

Oh that is the kind of thing I think is a good thing - actually I haven't played enough to know those synergies...
