(CONFIRMED) ******** AI - Not Building workers or settlers

Its 415AD and Augustus has yet to build a settler or a worker. He has just one city, with plenty of room to expand, but he does have a plethora of warriors lol.

Heres a save, I have espionage maxed so that I can get a better look at his city to see what the deal is. This has got to be some sort of bug.

I saw other posts mentioning something like this, so this is just another case of bad AI. How could this slip past beta testing?

As you can see, hes pretty much built every building, a ton of warriors(there are more just roaming around), yet no worker or settler.

I think I have the answer for this one... In this case, the "city management" bug in which your city governer refuses to work any tile that would cause you to grow and thus cause unhealthiness in your city (notice the flood plain, and notice that its working only an improved mountain. The computer relies on the governer to manage his city, and in this case he never buildsa settler because his city never produces enough, hes waiting for it to get better but it wont grow because of the bug. I'm quite sure this is the case, because I've noticed the governer does this to my cities if i found them in a big flood plain early. The governer doesn't want to grow because the next growth will cause unhealthiness (at city size 2, even), I think it's along the lines of the "feature" that the governer stops the city from growing if growth will cause unhappiness. So... this one should go away with the governer fix.
 
Same would be true for cities that start surrounded by jungle.
