confused about propaganda

I've been trying to figure out how to make cities revolt. In my previous game, I had the spy agency. However, my attempted efforts to make an Indian size 1 city defect were failures and I ended up wasting a bunch of money. Does it help if the city is close to my territory? Maybe I screwed up because the cities were kind of far away. I was in a Republic and had lots of culture too.
 
Basicall you forget it. It is not a profitable enterprise. There is a article on the ins and outs of spying.
 
I'd also say to forget the propaganda mission. It only has a chance of working if the city is near your capital, far from its native capital, very culture deficient and from a civ that is culture deficient compared to yours, and you have it pretty much surrounded. Oh, and it can't be in Democracy. If those are the prevailing conditions, then you might as well either wait for it to culture flip on its own (it does happen sometimes), or just go ahead and take the stupid thing. What have you been building those swords/cavs/tanks for anyway?

On the other hand, I've had a lot of fun with the Steal Technology mission. As long as I have the cash, why not get the tech and keep the AI from taking my money?
 
Make sure you've ticked the box (in the menu before starting the game) that allows cultural conversions.
 
For a city to revolt because of propaganda, 2/3 of the city's population must recognise you as their leader. That means it is actually easier to get a 3-pop city revolting (66% of the city's pop) than a 1-pop city (100% of a city's pop).
