Confused on Housing

So I just finished my first game, did it on settler as Kongo to learn the game. Got a cultural victory ( soo many great people it is crazy). Anyways, I decided to keep playing to get the achievement for a level 30 city.

I am probably missing some stuff, but the game just totally confuses me. At one point I was gaining a pop every 10 turns or so and had 62 housing according to the popup. Things were going great...then I had a war or 2 and now after the war....it is taking over 60 turns to go to the next level and my housing level is...19?

How the heck could housing go down that much? I have the special districts every where...but it almost doesn't look like the game uses them and they aren't selectable.

Am I missing something? I am level 23 and wondering if it is worth it to try to keep going or just try it later on a different game.
 
Well not sure what caused it but I was able to get the achievement.

Still learning about all of this housing and the like. Also, is there anyway to easily see what resources you already have at the trade screen? Its hard to know what I already have and don't when people are offering me things.
 
Stuff you have is on your side in the lower area. Resources are all near the top with big icons, and a number indicating how many you've got.
