Conquering Size 1 Cities: Razing or No?

I was under the impression that if you conquer another civ's Size 1 city, it was razed. However, just today I had this experience playing PTW:

I am the Persians and the Aztecs and Zulu are in the game. Zulus declare war on the Aztecs and begin pummeling their backward neighbor. I have two outlying cities near the war action and notice that one Aztec Size 1 city is near a rubber source. Having only one rubber source, my plan is to build a settler in one of my nearby cities, send it over there with defensive troops, wait for the Zulu to conquer the Aztec city and then plop my settler down near the rubber and claim it when the Aztec city disappears. All goes according to plan, except that when the Zulu conquer the Aztec city it remains, still size 1 but now in Zulu control. Even more exasperating was that even though my experience is that the borders of a conquered city shrink way down, that didn't happen and the rubber remained (just) within the border of the conquered city. If the border had shrunk to the size when a city is created, the rubber would not have been in the Zulu's border.

As it turned out, I moved my setter and troop just outside the Zulu border, established my city, and this stole the rubber tile from the Zulus. But I was sure PO'ed when the Aztec city wasn't razed. Does anyone know why this might have happened? Are there some conditions when a conquered Size 1 city isn't razed?
 
Size-one-cities that have a border expansion will never be auto-razed. -
Culture points of a city are saved if the city changes owner. In your example, the city was once under Zulu control. They did accumulate culture points, thus the border expanded. Then Aztecs gained control over the city.
As the Zulu took the city back, their *status of culture* was re-established (i.e. covered territory).
