The trick with this one isn't a locked alliance but a locked war. (Carthago-Roman or Greco-Persian). As Greece I was in a constant diplomatic struggle to prevent Rome's superior legions from invading;the Persians had quite a few units. I tried for a Domination win but my reliance on Carthage to soak off Persian units left me in a neck and neck race. I also kept Rome at bay with alliances against the minor nation. This left Carthage with a superior position. Instead of attacking Carthage I just went for the points.


As an interesting aside, I took the Persian city of Susa (adjacent to Persiopolis,the capital) with my Alexander's Army of Hoplite and Hector's Army of Heavy Cavalry. As they rested in Susa for the big push, the citizens of Susa deposed my government.

This cemented my choice of not precipitating war with Carthage.
