I was playing civilization IV, and I see the production system represented by the hammer icon too generic and sometimes too slow to construct some buildings, in the early period of the game. If you compare this game with colonization, the production sytem of colo would be more interesting, although I must admit that some people could face micromanagement in the middle to late game! Here are some aspects:
Every construction should require an X amount for lumber, stone, iron, marble (any type of material or combination of materials to construct buildings, according to the progress of your civ on the technology tree). You can assign some of your people points for carpenters, lumberjacks, blacksmiths, farmers and so on. The first population point would be 1500, the second to 3000 and so on (if you have a better idea, PM me or reply to this post). The more people you have the faster production you will have, if you wisely assign the more people points you could gain from population, by farming, hunting or immigration (tourism or religion).
A population would be represented like the game used to do: 1 for 10.000, two for 30.000 and so on. The population points you can get from the population 1 would be, for instance, 10 or 100 (this value should variate, according to difficult level). So the more lumberjacks you assign to chop a forest, the more lumber you will produce. The resources should come to depletion.
If you use slavery, you might lose people and produce unhappiness, but the output production will be faster and greater for some turns. If you pay a salary for your workers, they will produce the building in one turn.
Another idea: after you discover writing, or something related to writing, for example, even in the earlier periods, if you produce a library or a academy, you can produce more assignment points, even if your pop is 1, 2 or 3. The more technologies, the more specialized will be the civilization.
It would be interesting to bring back the concept of pruducing units like in SMAC, especially to produce your warriors, archers, legions, etc! To me it was a great idea!
For some constructions, like monuments, you can build it using stone, marble, gold or wood! Some kind of artist allocated from your people points might complete the task faster!
