I like Good Sauce's trade route LOS idea... that could be cool, although maybe somewhat redundant with the religious shrines. On the other hand, it would fit well with the requirements of Taverns, since those provide an additionnal trade route. And it would make Mercantilism an efficient defense against ennemies E&E Networks, while Free Trade would be profitable for E&EN owners... I don't knwo, it just seems to fit nicely with some already existing game elements.
LOS for heroes might be a bit of a strategy-killer... I don't like the idea of not being able to mass my units close to the enemy border while still in FOW to rush them by surprise. Or maybe this would only be possible for heroes of civs you have open borders with, so that you would have the possibility to prevent the ennemy from detecting your invasion stacks.
Expanding LOS for borders is fine, but somehow lacks of "spyish" flavor (side note: I am experiencing Loki-spying... it' really cool, but I just wish the Gipsy-wagon cultural and economical effects were actually visible so I could use it more effciently), although I have no idea of how to improve this. Besides, I like the idea of the E&E Network being somehow connected to Open Borders agreements, and this doesn't fit well with borders sight extension.
