No what we need is the Loch Ness Monster as a natural wonder, extra happiness and gold for tourism (They're adding a gaelic civ at the moment so it's now or never) :3
Back to the subject I'm going to speculate on each continent:
Europe (could happen, Eurocentrism for the world!
): Sweden (would work good for the Victorian scenario)
Asia: Indonesia (the ancient kingdoms are too obscure for the pop culture to understand so just combine them a la Celts or Polynesia)
Africa: Morocco (Personally don't think Zulu should be in except for tradition, but I won't complain since one of the joys of Civilization is alternate history unfolding)
North America: Cherokee (Little biased since I think they're cool, plus they had a centralized government and a lot of city-names to choose from, such as New Echota)
South America: Columbia (actually Gran Columbia, but they'd probably call it Columbia a la Denmark-Norway being Denmark and so on)
Australia: Australia
