control over ROP, MPP....

Do you have control as to when you can make trade embargos, mutual protection pacts, right of passage, and so on? Im almost at the industrial age but nobody has any connections....if so, how do i get allies for a war?
 
What TerraHero said. As soon as you know writing, you can build embassies with the civs you already met. (However, My experience suggests that most of the times the AI civs don't bother to build embassies with you.) With an embassy, you can sign ROPs and MAs.

To sign an MPP, nationalism has to be learned by either you or the other party.

As you said you're almost at the industrial age, so I assume MPP is not yet available in your game. Build embassies (by double clicking the star next to your capital's name), then you can buy other civs to form alliances with you against someone.

morkaphi finished it off. MPP & trade emb come with nat'lism. Just be careful how you use these agreements. They don't always work to your advantage, especially MPPs. In in some of my games, the AI suddenly has a mind of its own once I sign an MPP, and the next thing I know is that I'm up against all the militaristic civs in that world, while I'm stuck with someone like Ghandi and his elephants.
