Id like to see corruption depend more on the degree of communication available between cities. That is, cities connected to the capital by road/rail/harbour would suffer a lower rate of corruption than ones an equal distance from the capital that are not connected.

BTW, tcraig2, that's already the case. Connection to the capital decreases corruption -- or at least it did pre-C3C. I've not read alexman's latest treatise in full detail, but I would guess it's still a factor.

everything mentioned is already included in CIV III.

Road, rail, harbor, airport, police station, and courthouse all reduce corruption and waste.

??

Only courthouses and police stations do, I thought.

They already count? Wow, never noticed before, but Im not going to dispute it either. I thought the only factor was distance, not connection.

thought of already, I am working on the final corruption theory at the moment.
