Corruption in Conquered Cities

When I conquer cities its nothing but corruption and wasted shields. Only ways around to a) use those cities for conscripts or b) raze them and rebuild myself?
 
The best thing to do with corrupt towns is to turn them into farms. If you are far enough in the game to have Steam, you can irrigate tiles and put a rail on it. Get enough 4 food tiles to feed the town with just a few citizens and put the rest on as scientist or taxmen, if you are not researching.

The gold/beakers are not affect by corruption for specialist. Build no structures in those towns. They can also be used to pop out workers or settlers.
 
When you conquer the city, remember to sell off anything you capture.

One more thing, I don't know if this is considered an exploit, but when my farms riot, I actually use it as an opportunity to boost production. If they are unhappy enough, I can add several specialists and still keep more unhappy workers then happy workers. A city doesn't starve when it is rioting. Therefore, I can make my hypothetical farm of 12 operate on only something like 10 food.
