Corruption OFF Problem

OKay, I've turned all the corruption modifiers in my C3C mod OFF, but when i play the mod the corruption isn't only NOT off but worse than the worst setting with it on. All of my cities, except for the capital, have only one shield produced (out of more than 8-10) and the income is equally bad.

Can anyone explain this? is it merely a bad function in C3Conquests Editor or could i be doing something wrong? If it is a bug, then is there any correction for it?

It may be a bug; I've noticed this problem as well. It is almost as if they wanted to have corruption off but instead switched a 1 and a 0 and it is completely on. LOL...
 
Basically, what you can do is get into the editor and make every building a corruption reducing building. I don't remember the setting, but if you look at courthouse and police station, then make every other building the same, corruption should go way down.

Or do this, go to the world size tab, and on the 'percentage OCN' tab, set it to 1000. This will give you ten times the OCN before corruption kicks in. I'm not sure if the AI also is influenced by this number (they are by the OCN tho) but it will go a long way to making your towns less corrupt and wasteful.

Having had a little experience with a "lowered corrution" game using the method described by Turner, a warning:

It does affect the AI and a Monarch level game will play like Sid. So be ready....

Or, you could set the corruption slider for each difficulty level to 0%...
