You'll need units that can be upgraded in a city to do this.
First save the game just before the end of the turn. Finish the turn and watch everything go through. When your first city governer pops up, go into the city, upgrade a unit and then fortify it.
I crash at this point. Everything just locks up and I have to do the three finger salute (ctrl-alt-del) to get out of it. Anybody else see this?

P.S. This may also work if you just try to activate a unit and then right click on the unit again, but it's not consistent.
