Could this be the base of some of my problems?

This is my parsethemelog. What does this mean? any help would be greatly appreciated seeing as right now my game is nearly unplayable.

That file should be moved(copied) from:
Resource\Civ4\Custom

Into:
Resource\Civ4\HUD

At least I think so...
Tried it - no theme parser error anymore, but nothing really changed for me...

I just tried it, didn't fix it for me

I have that exact same thing. Must be my graphics card driver causing a file to be in the wrong folder.

I am not sure about you guys, but at least on my end those files dont actually exist.

Possible Fix
Edit Resource\Themes\Civ4\Civ4Theme_Custom.thm

Find HUD/city_titlearrows.tga
Replace with Custom/city_titlearrows.tga

- OR - (The better option)

Copy city_titlearrows.tga from Resource/Civ4/Custom to Resource/Civ4/HUD
