What benefits brings go to the counsil?
 
The High Council in the game?

They try to offer general advice for the game. However, it is usually so vague that it doesn't help much. Plus, each advisor has recommendations for their own department which may not help your game all that much.

For example, my Military advisor has always told me to build more barracks, even though I hardly had any combat, and even when I did my units were way ahead of the AI's so being veteran didn't factor into beating them too much.
 
Most people have turned them off, or look at them from time to time to get a laugh (try talking to them when in anarchy;) ). As DoM says, they're advice don't always make sense. IIRC, the defense advisor always wants you to build a city wall in the capital, but what's the point of that if you're capital isn't at danger of being attacked.
 
If you are really really new and innocent with the game, there is some potential help:

The science advisor will gleefully claim you're #1 (and thus are doing ok with science) or sadly give a different messge if you are not #1.

The economic advisor will do the same (we're rich, Rich, RICH) if you have way toooo much cash -- which may be weak advice for a different reason.

The Foreign advisor does a decent job, probably the best of the bunch.

If you are challenged at Warlord, then the advisors may help you from making gross blunders (when two or more agree, then it might be a better idea...(hint)) -- but since you are checking out this website, you are better off just checking out these actors for pure entertainment only.
