Counter Espionage

I have never used Counter Espionage for its intended act of rooting out a spy.

I have found that using this option is a great way to have the other Civ declare war on you if you dont mind lossing the spy.

However has anyone ever found a spy from a different Civ using this?
Do other Civs use spies?
If they do they dont know what they are doing, and I have never
caught another Civ trying to place a spy in my country.

So that means that other Civs do not use spies, or that the other Civs are controled by the computer which knows everything you do anyways and does not need spys.

Hmmm
If anyone has any different experences let me know.
 
i have a few times had spies tryin to take technology and being caught but unless you caught the spy you wouldnt know whether it was there or not also with the declaring war bit sure it works every now nd then but it leaves a black mark on your reputation
 
I've had pop-ups saying "We just caught {incert evil AI ruler} trying to plant a spy in {my capital}", along with the option to declare war at that AI civ, a few times. I tend to build the Intelligence Agency, but rarely have the money to use it effectively.
 
This is one of my "favorite" CROCKS about the already lousy Espionage.

First of all, I already Edited way down the absurdly high costs for Espionage

Once in a great while the AI will tell you some civ was caught trying to plant a spy.

Now, if YOU attempt to expose an enemy mole, once in a very great while you catch one. But what USUALLY happens is you get a notice that "our sting operation failed", blah blah, and then your reputation is screwed up.

This sort of thing is great only to get other civs to decalre war on you.

Something else about this that is annoying. If you try to expose an enemy spy BUT THERE IS NONE IN YOUR CAPITAL you get the same result as if there was and the sting operation in fact failed. In otherwords, a failed mission against an actual spy, OR, if there was no spy there in the first place, gets the SAME result, and the SAME reputation blackmark. Which is stupid even for Civ 3.
