Counterspy promotions?

I have a spy stationed in my capital, committed to counterintelligence, and quite often, I am told he has killed another spy and has been promoted. Unlike the promotions for espionage activities in foreign cities, I am given no real indication of what this promotion does, or what his current promotion level might be. Am I simply missing something? Is this a bug? Or do counterspies not get selectable bonuses from promotions?

I got a promotion, it gave all of my spies +1 level while the spy in question was doing counter-espionage.

But you can't select the promotion until after the counter-espionage mission is over, which might take 10 turns.... maybe you posted before that happened?

It turned out to be a recurring bug that is solved by reloading the game.
