Couple of Questions

Ok first one:

I've won the game (accidentally did through a cultural win.. I never realized how POWER culture is in Civ 4) and want to continue playing. I also want to turn off the UN Voting so I don't have to see that thing keep popping up. Is there a way to turn that off?

Second:
Can I "unmake" city improvements? Same thing as above, I've won, and want to continue and I keep getting "Global Warming" in my cities and once in awhile a city get hits with a nuclear disaster. I was assuming that if I got rid of the forge and nuclear power plant (since I don't NEED to build anything any more) if there was a way to "destroy" them.

Welcome to the forums!

The only way to stop UN elections is to capture and raze the city it's built in. And unfortunately, you can't destroy your own buildings. Never build Nuke Plants; go for the Three Gorges Dam, Coal Plants, or Hydro Plants if your city's next to a river.
 
You can continue to play even after someone has won, but you will see the message "xxx has won" all the time.

As for turning the UN down, you can launch a game via custom game and disable there every victory condition you don't like (just remember that the AI does not "know" about that).
