Courthouses? What is their effect?

Hi,

Sometimes I want to reduce corruption in a city, so I biuld a Courthouse followed by Police Station, but their effect is minimal!
Does anybody know what are the formulas describing their effect?
Does anybody know where I can find a more complete Civ Manual containing all the Math in the game? including the detailed effect of Courthouses and Police Stations? Not just that in "decreases corruption"?

Thats a great analysis by Alexman.
I think it's strange playing a game without knowing the rules. I think the game editors should supply that info! It's almost like playing chess without knowing the rules at the beginning!

Courthouses seem to have a more pronounced affect in cities far away from the capital/FP so I think it reduces corruption as a percentage of the corruption. I didn't realize that police stations affected corruption
