Cover the island strategy

Do you use Cover Island Strategy?

I guess it is a pretty widespread strategy to fill up your small islands with units during wartime so the enemy can't attack you there, since amphibious atacks don't come until the marine arrives (or if you play the Vikings).
Even the city itself can be empty, so on a 2 tile island you need only 1 unit for this strategy. The captive worker must be the best unit since it is uneffecient anyway and doesn't cost maintance.

This also can make conquest victory impossible for the counterpart until marines arrive if you play this way.

What is your opinion on this matter?
 
Yeah, that'd be cheating in my book. Which is why I play RAR now, since half the units have amphibious assault.
 
I have used it, and voted yes, but "it's great" is an overstatement. I only consider it to be cheating if you use "defenseless units" like workers or artillery.
 
I have never used it to cover every single tile - there have been gaps for the AI to land their troops. But I have used it to block certain areas on the map. Exploit? I'll leave that question to others...

So in lack of a better alternative I'll vote "I haven't thought about it and don't care".
