Covert Ops: Why can't I assign agents to some opponent cities?

When I try to assign agents to opponent cities, it seems some cities (not outposts) in the game which I have not already assign agents to are not available for selection. I am able to assign agents to all capitals though. Is there some condition to fulfil for a city to be available for spying, or is this a bug? I am playing a multiplayer game, and have not had this problem in my single player games.
 
This could be a bug. In a SP game you have to have 'seen' the cities before you can assgin agents. In an MP game you also 'see' cities your teammates heve seen, but are possibly still flagged 'unseen' for you.
 
have to actually have one of your units see the city. You can tell there is a city in an area you have explored, and can see that city, but you can not range attack that city or spy on that city until one of your units have been within sight range...ie two tiles after the city is established

Ah, that does seem to be the case!
 
In SP, all AI capitals are revealed and accessible to your spies.However, every other city they make has to be revealed by your scouting units in order to infiltrate them.

In MP, this gets a little hazy. Sometimes you can access other player's capitals with your spies without prior exploration, other times it's not the case. If you are ARC and you want guaranteed infiltration into other players' cities, I recommend early rapid exploration before their borders expand.
