It appears you misunderstand how the Despotism pannelty works.

For everything more than 2 Despotism will remove one.
So grassland creates 2 food, and Despotism does nothing, it remains 2.
Irrigated grassland creates 3 food, under Despotism that becomes 2.

Irrigating grassland under Despotism is a waste! It does nothing

Now, a cow on grassland creates 4 food, under Despotism that becomes 3.
Irrigated cow on grassland creates 5 food, under Despotism that becomes 4.

Irrigating cows under Despotism is not a waste!

You should irrigate cows or other foodbonuses under Despotism, becosue it is the only way to improve your food.

Growing up in the farmland of South Devon, it's a sport practiced by the inebriated. Not sure what they drink in Illinois and Indiana, but where I come from, it'd be the local Scrumpy.

Glad to see cow tipping is international. I had never considered it could be international prior to now. My wife doesn't believe people really do it, and she grew up on a dairy farm.

The real decision here is how to get to 4 or 5 extra food per turn. Typically an irrigated grassland cow is a big help in getting to that destination. There are so many exceptions. What if you have two cows? I think the second requires mining.

Wrong! Then you build your 2th city so that it can have the 2th cow, and make 2 settler pumps! :D
