Create a Unit: Only ever 2 Promotions

Hello,

So I've had this problem ever since Vanilla but just went with it, but now as I'm getting close (sort of) to upgrading my difficulty to Deity I'd like to get it fixed and also know why it's happening.

Basically, there has never been a reason for me as any civ, any difficulty, map, you name it to build any kind of unit promotion building/wonder or get any kind of policy/tenet that does that as well past the armory. My new units only ever get a max of 2 promotions no matter what.

I have reinstalled the game on multiple occasions to see if that would fix it, but to no avail so I would presume it's something that needs to be fixed by altering code? I have no idea really, hence this post!

Any advice, suggestions, solutions, knowledge would be very much appreciated!
 
3 Promotions requires 60 experience which is 30 experience after getting the second one. Military training buildings grant +15 xp each.
 
Also you cannot amass XP beyond 30 XP from battles with barbs. So if you are trying to get more than 2 promotions from barb battles, you're wasting your time.
 
Horseshoe: So, a city with a barracks, armory and military academy means the new unit is lv2 and is halfway to lv3? I'm flabberghasted that I've racked up almost 1500hrs of play time and only just learnt how this works.
However, I recall seeing a friend of mine playing (on much lower difficulty mind you) on G+K and his new units were getting five chosen promotions straight off the bat. Could you please explain how that is possible?
For the longest time domination hasn't been a victory I go for because of a lack of promotions for new military units + the difficulty level on top of that (I'm not a good starter I guess, always in last place for the first 100-150 turns)

I have no explanation for why one would get 5 promotions. Even in a peculiar case, I can only account for a player getting 4. The wiki doesn't say low difficulties give xp handicap, just that Immortal and Deity are extremely generous to the AI. I never checked myself.

But, your initial question seems answered. Verify that your new units come out with 45 XP.
 
One way to create units with more promotions out of the box is to play as the Zulu, whose unique ability includes "all units require 25% less experience to earn their next promotion." Is your friend fond of playing as the Zulu?
 
The Zulu's were a civ released in the BNW expansion, and, as stated, he was playing G+K. He was playing as Germany I believe. Just messaged him to try and find out how he did it.
 
How would you attain four then? 1st from Barracks, 2nd from Armory, 3rd from a combination of Military Academy and Brandenburg Gate? The 4th would start from the Honor tree with an Ideological Tenet on top through Order/Autocracy?
 
If the unit were assembled with a promotion because it is a Samurai or a Horse Archer or from Alhambra or similar, then the 3 additional promotions would build on that for four total, and yes, from Barracks, Armory, Military Academy, and Brandenburg Gate or the (G&K) Autocracy policy (I think it is Total War).

A 4th one from XP would require 100 XP and there just aren't more than 90XP available in even Brave New World.
Unless this was Civ 5 on release, which I hear was ridonkulous, Honor never granted experience outside of combat.
