Creating Scenarios ???

Maybe this has been asked before. If it has, then try to find it in yer hearts to forgive my newbie ignorance

How does one create a scenario?
I've tried using cheat mode, but that takes WAY too long, and you end up with a fairly boring and bog-standard scenario.

Is there some kind of program for creating these scenarios, or any files or anything?

But if you mean special units and techs, events, and so forth, you will need fantastic worlds or MGE

Not entirely true: you can have 3 more units and more techs in civs pre fan worlds: no mac language though, however you can modify exisisting units and techs: Now what is it you want exactly because Ill try to help

What I need to know is in the original civ II, is there some kind of way to create scenario other than going into cheat mode and editing every single little detail.

scenario making is the most time consuming thing you can do with civ. even a crappy scenario can take a week, and if you try to make a very good one with events, new units and different terrain, it can take months. Not to discourage you or anything
i've never had the patience to create anything more than a crappy scenario
