Here are just some ideas that I think might work as general modifications...
Senate...
Improvoment that reduces corruption and perhaps makes a citizen content. Think of the local assemblies in federal states. Should be available very early industrial or even late medaeval on our beloved tech tree. Doesn't contrast with any goverment either (like having cathedrals under my commie regime). The assembly would only be a facade if you're a despot but the people still might be fooled.
Just need a nice generic building graphic.
Film Studios...
No explanation needed here. Effect perhaps something like the hanging gardens wonder. A couple of happy people in the city in which it is built and then one content or happy person in every other city.
I remember there was a nice graphic for something like this in some civ2 scenario. I would stear clear of anything to "hollywood"...something to american sounding might look odd when I build it in Berlin or where ever.
