CS units spam

I recently (2 weeks) started playing your mod. With today's (1/22) update thru steam CS at the start of the game spam @ 10 units. This didn't happen with the previous build. As a result it's almost impossible to scout and build new cities as you have to buy the tiles etc. I only run info addict.

I have seen it pop out 3-4 units in one turn but 10 that's crazy. You have a save before this happens? I'm not sure if this is intended for not.
 
There was another update by Firaxis today and after dl that one I still get the same CS results.

I attached a file that shows the units from 2 CS after turn 6.

By turn 10 I had each city having 9 units.

Sorry, false alarm. I cleared out Cache, mods, modUserData and reverified thru
Steam and CS seem to be back to normal.

I don't know what got into the city states in the latest patch, but they are buying military units like its going out of style.

By turn 100, nearly every square in my immediate vicinity was filled with sentinels from different CS, and they weren't military ones either. I had to go to war with one just to move around....and then I lost to Genoa's green wave of doom.

I'm all for the CS getting a little more military but this is kind of crazy.

Did you check if there's more than one version of the mod installed in the mods folder? I believe Gem does not change citystate unit building behavior. I don't know what might cause that, and have not seen it in my games.
