Cuba Civ in future CIV games?

When can we expect to ever see Cuba as a CIV in any future CIV games?
I mean that would mean we would have to play as Fidel Castro, but there are other characters that could represent Cuba such as Jose Marti and other figures that also fought for Cubas independences.
